Dzodze (V/R), March 23, GNA – In an effort to reduce congestion, the Ketu North Municipal Assembly, working alongside the Motor Traffic and Transport Department (MTTD) and local transport unions, has initiated a significant clearance operation aimed at removing vendors from principal roadways in Dzodze during market days.

The program, launched on March 21st, Friday, seeks to establish Dzodze as one of the ten municipalities selected for the Smart SDG Cities project.

This aligns with the government’s Resetting Ghana Agenda, aiming to enhance urban management and infrastructure.

In an interview with the Ghana News Agency (GNA), Mr. Jasper Adenyo, the Coordinating Director of the Assembly, stated that this step was crucial for updating Dzodze and organizing the town’s structure more effectively.

Despite being constructed for many years, our town can still be updated. In a smart city, it’s not acceptable for streets designed for both vehicles and pedestrians to become occupied by marketplace vendors on busy trading days. This practice of setting up merchandise along the primary routes makes effective traffic control extremely challenging.

He emphasized that Dzodze marks the beginning of the Trans-ECOWAS Highway, which is essential for large lorries coming from Niger, Mali, Nigeria, Côte d’Ivoire, and Senegal.

The existence of merchants on the routes presents a significant danger, since a braking system malfunction in one of these lorries might result in catastrophe.

We can’t just let this hazardous circumstance continue unchecked. It’s our duty to take action immediately, lest we risk losing lives.

Mr. Adenyo stated that the decongestion initiative is in line with the government’s plan for transforming cities.

Even without the Metropolitan, Municipal, and District Chief Executives (MMDCEs), the Assembly remains committed to moving forward with the plan.

We don’t need to wait for our MMDCE appointments to start making essential improvements. Mr. Adenyo mentioned that meetings have been arranged with motorcycle drivers to guarantee complete adherence to the updated traffic regulations.

Several traders voiced their approval of the program, stating that it has enhanced both security and vehicular movement.

“The roads were extremely crowded, making it risky to traverse them. Occasionally, we would have to wait up to 10 minutes merely to locate a secure place to cross or face the danger of colliding with a motorcycle,” stated a merchant to GNA.

A fellow trader commented, “I genuinely appreciate this initiative. It would be ideal if it could remain unchanged indefinitely.”

This activity is anticipated to carry on over the next few weeks, with rigorous monitoring to guarantee that traders and transportation providers adhere to the newly implemented rules.

The argument sounds convincing: Human Resources isn’t merely focused on payroll and compliance anymore; it’s become fundamental for an organization’s success. However, underneath this shiny exterior hides a less optimistic truth.

Despite the lofty theories and aspirational narratives, HR is frequently sidelined in executive decision-making, relegated to administrative tasks, and viewed as a cost center rather than a strategic asset.\xa0 This article delves into the sarcasm embedded in HR theory, exploring the gap between what is preached in Hr School as against what is practiced in organizations.


The Strategic HR Myth

For many years, the notion of Strategic Human Resource Management (SHRM) has been a prominent topic within human resources literature. Pioneers like my esteemed mentor Dave Ulrich have advocated for the perspective that HR ought to serve as a strategic ally, playing an essential role in shaping and implementing corporate strategies (Ulrich, 1997).

The theory posits that HR professionals should sit at the executive table, influencing decisions on mergers, acquisitions, market expansions, and other critical business moves.\xa0 However, the reality often falls short of this ideal.

In practice, HR’s role in strategic decision-making is frequently limited.\xa0 A study by Kaufman (2015) found that while HR leaders are often involved in discussions about workforce planning and talent management, their influence wanes when it comes to broader business strategies.

The study revealed that only 34% of HR leaders were regularly included in high-level strategic meetings, and even fewer had a significant impact on the outcomes of those discussions.\xa0 This disconnect between theory and practice underscores the sarcasm in HR’s supposed strategic role.

A major factor behind HR’s restricted impact stems from its persistent connection to administrative duties. Even as efforts are made toward greater strategic alignment, these departments frequently find themselves preoccupied with routine activities such as handling payroll, administering benefits, ensuring compliance, and overseeing employee interactions.

These duties, though crucial, fail to significantly boost HR’s standing within the company. According to a Deloitte study from 2017, 60% of HR professionals dedicate most of their time to clerical work, which leaves minimal space for strategic activities.

The administrative strain is intensified due to the growing intricacy of labor laws and regulations, compelling HR departments to allocate substantial resources towards adherence. Consequently, HR tends to be seen more as a bureaucratic unit instead of a strategic ally, thereby solidifying its marginalization from high-level decision-making processes.

Once more, perception significantly influences where HR stands within organizations. Even with the attempts made by HR leaders to recast their department as strategic, numerous executives continue to see HR through a limited perspective. According to research conducted by Wright and Nishii in 2013, CEOs along with other high-ranking executives frequently

view HR as a supportive role instead of a central business component. This viewpoint stems from the traditional function of HR as a personnel department, concentrating on recruitment, termination, and maintaining staff documents. The issue with this perception is exacerbated by the insufficient understanding of finance among HR practitioners.

According to a report from the Harvard Business Review in 2018, merely 25% of HR leaders expressed confidence in understanding and interpreting financial documents or participating effectively in fiscal conversations. This deficiency in financial expertise hampers HR’s standing as a key strategic ally, complicating efforts for these leaders to secure positions among high-level executives.


The Power Dynamics

The distribution of authority inside businesses significantly contributes to the sidelining experienced by human resources departments. Often in numerous corporations, financial and operational divisions hold sway in upper management, where these sections’ heads have substantial impact on key choices. Conversely, HR tends to be perceived as an auxiliary unit, possessing minimal leverage to contest prevailing practices.

Pfeffer’s 2010 research underscored the disparity of power between human resources and other departments, observing that HR executives frequently find themselves sidelined from crucial decisions due to their insufficient political clout to sway results.

This power dynamic is exacerbated by the perception of HR as merely a cost center, where its funding and resources come under close examination and reduction when finances are tight.

One of the core tenets of HR theory is that HR should act as an advocate for employees, ensuring that their needs and concerns are addressed by the organization.\xa0 However, this role often puts HR in a difficult position, caught between the interests of employees and the demands of management.

A study by Guest and Conway (2011) found that HR professionals often struggle to balance their dual roles as employee advocates and organizational gatekeepers.\xa0 This tension can lead to a loss of trust among employees, who may see HR as being more aligned with management than with the workforce.

Meanwhile, executives might see HR as concentrating excessively on employees’ issues rather than prioritizing business goals. This paradoxical predicament exacerbates the challenges faced by HR in shaping high-level decisions.


How HR Can Actually Secure a Spot at the C-Suite Table

The desire for HR to gain recognition as a strategic ally and earn a place at the top management table isn’t recent. Yet, realizing this ambition necessitates more than mere talk or abstract models; it calls for a concrete, systematic, and comprehensive strategy to transform HR into an essential catalyst for business achievement.

Even with these difficulties, HR has actions available to boost its strategic importance and earn a spot at the executive level. A major emphasis should be placed on improving financial understanding amongst HR practitioners.

By improving their grasp of financial statements, budgeting, and cost management, HR leaders can communicate in the language of business and play a more effective role in strategic conversations.

Another important step is to leverage data and analytics to demonstrate HR’s impact on business outcomes.\xa0 By using metrics such as employee engagement scores, turnover rates, and productivity data, HR can make a compelling case for its role in driving organizational performance.

According to a study conducted by Bersin in 2016, organizations with robust HR analytics capabilities were two and a half times more probable to have their HR leaders engaged in making strategic decisions.

Human Resources needs to focus on strengthening ties with departments like finance and operations. Through closer collaboration with these teams, HR can develop a clearer insight into company objectives and ensure that its programs support overall strategic aims.

Such interdisciplinary teamwork can aid in dismantling departmental barriers and establish HR as an essential part of upper management. HR should transition from merely responding to issues to proactively foreseeing and tackling organizational requirements.

Achieving this involves synchronizing HR tactics with the company’s overarching purpose, aspirations, and key strategic directions. It is essential for HR executives to engage proactively in conversations about corporate strategy so they can grasp the organization’s objectives, hurdles, and potential areas for growth.

This enables HR to tailor its initiatives to support these objectives.\xa0 HR must identify areas where it can create the most value for the organization.


HR Must Think Like a CEO

To gain credibility in the C-suite, HR leaders should think beyond their function and consider the broader business implications of their decisions. This includes understanding market trends, customer needs, and competitive pressures.\xa0 HR must demonstrate the return on investment (ROI) of its initiatives.

This involves transitioning from perceiving HR as merely a cost center to recognizing it as a contributor of value. It is essential for HR to showcase success stories that underscore its impact on business results. Additionally, HR needs to embrace calculated risks and innovation, which illustrates their strategic thinking and capacity to instigate transformation.

Ultimately, HR executives should take proactive steps to secure a place in the C-suite. This requires addressing traditional biases and showcasing HR’s contributions to the company. It also entails developing ongoing connections with influential mentors or advocates within the C-suite who can champion HR’s involvement in key strategy talks.

Altering perspectives requires patience, yet perseverance leads to success. Therefore, HR needs to consistently showcase its worth and strive for a prominent position at decision-making tables.

Gaining a spot in the C-suite isn’t straightforward for HR professionals, yet it’s attainable through effective strategies. Once HR manages to secure a seat at the executive table, it enhances both its own function and supports the broader organizational goals over time.

In the district court in Stockholm, during recess in Courtroom 34 on the second floor, one of Alexandre Schneiter’s attorneys expresses irritation as they wind their way down the staircase towards a cafe for a break.

As autumn shifted into winter, and winter transitioned into what Swedes call the “fifth season”—spring-winter—Swiss national Schneiter was questioned from early February until midway through March 2025.

The first half of the significant 300-day trial involving two executives from the Swedish company Lundin Oil has concluded. They face charges related to their alleged involvement in facilitating war crimes in South Sudan during the period from 1997 to 2003. Following an uncomfortable cross-examination of his fellow defendant, Ian Lundin, Schneiter and his defense team were unequivocal: although Schneiter held responsibility for identifying oil reserves within the ancient sedimentary layers below Sudan’s terrain, he claimed no part in matters concerning safety or day-to-day operations.


There is no liability for anything above the surface.

Several weeks prior to the conversation regarding the three lines delineated on a map, the ex-CEO requested an opportunity to address some initial remarks during his testimony. “In recent hearings, we’ve extensively discussed seismic matters, and geophysics can be described as the examination of our planet along with the collection of information through physical phenomena such as magnetism, gravity, and seismic events,” he stated.

In 1992, Schneiter became part of the Lundin Group as a geologist. He has steadily advanced thanks to his knack for locating oil reserves where previous attempts had failed. To date, the sole discovery within Block 5A was made by him. During proceedings at the Stockholm District Court, an image of the core sample taken from Thar Yath, which dates back to 1999, appears on screen. In layman’s terms, Schneiter points out that the dark patches visible in the soil indicate the presence of oil.

What we’re observing here is quite fascinating despite being irrelevant: this rock dates back approximately 100 million years,” Schneiter went on to say, highlighting that his primary concern has always been what lies underneath the Earth’s crust, with everything else beyond it falling outside of his purview. He also mentioned that no extraction activities were carried out. In contrast, the neighboring areas in Blocks 1, 2, and 4 exported petroleum; however, Block 5A did not produce even a small amount of oil.

It is only after numerous hours of presentations that Schneiter addresses one of the allegations: “I believe it is totally inaccurate to state that attending a few gatherings had any influence on the conflict within the nation.”


Constructing a pathway through an undeveloped region

According to prosecutors, it’s the opposite. The three lines on the map represent planned seismic lines — kilometer-long cables with small explosive devices attached and used to listen to what’s hidden underground. The map was presented by Schneiter at a meeting with representatives of Sudan in October 2001 and crossed an area not controlled by the Sudanese regime at the time.

The prosecutors call this region the MOK or the Nhialdiu zone. They state that the Sudanese military then requested the construction of a route to Nhialdiu with the aim of safeguarding scheduled seismic investigations within the MOK operational zones; the firm allegedly agreed to these terms per the allegations. Based on witness accounts and internal company safety documents, the location was later marred by intense combat activities.

According to the prosecution, a proposal to construct a roadway through territory outside the control of both the Sudanese military and affiliated paramilitary groups was intended as a warning that this action could precipitate military operations. These operations would involve the armed forces carrying out untargeted assaults on civilian populations.

However, when the prosecutor presents the seismic maps from the “Exploration Development Strategy 2002” document during the proceedings, Schneiter becomes visibly relieved and states that he is glad to finally clarify what these maps represent. He feels certain that both his defense team and the prosecution have failed to grasp their significance.

What the picture depicts is the bedrock in Block 5A. Picture this like a bathtub; the sides represent the shallower areas, whereas the center represents the deeper section. Now imagine filling that tub with sand, and you’ll have the Muglad Basin,” Schneiter exclaims cheerfully.

He contends that this region of the Earth remains unchanged. Both the distance to the bedrock and the contour of the basin are unvarying geological constants. He further notes, “From a business perspective, as a company, you should avoid exploring the deeper areas; instead, concentrate your efforts on the more superficial layers.”

Regarding the prosecutor’s perspective, the photograph was presented as evidence of Lundin having an interest in the MOK region. However, Schneiter contends that it simply highlights a “tendency” suggesting the area is quite deep, implying that MOK would be the most unsuitable location for exploration.


They couldn’t be less concerned whether it’s Iran, Sudan, or the North Sea.

To be perfectly clear: when a geophysicist examines this data, they aren’t concerned whether it’s about Iran, Sudan, or the North Sea,” Schneiter goes on to explain. He clarifies that within a reservoir, there are layers of varying depths; however, as you go deeper, the quality diminishes until the oil ultimately transforms into natural gas. Once again, his tone takes on an educational edge, suggesting that the prosecutors have misconstrued aspects of both oil exploration and the operational processes of an oil company.

The contrast in Schneiter’s responses versus those of Lundin, the ex-president of Lundin Oil—who was questioned last month—is quite evident. While Lundin frequently failed to remember specific details, Schneiter strives for accuracy, recalls precise information, and firmly rejects both the prosecution’s account and supporting documentation.

For him, it goes beyond merely dismissing allegations; it’s also about narrating how the corporation constructed pathways to secure approval within local communities and operated health centers to garner backing. The objective was never solely focused on extracting oil, but rather on elevating the nation out of economic hardship through assistance provided by different entities of the global community.


Attempting to ground Schneiter to the Earth’s surface

Frequently, this results in an ongoing conflict between the prosecution and Schneiter regarding his role in the operations and matters managed within Block 5A or at the Khartoum office. Whenever the prosecutors emphasize that Schneiter had a meeting with General Paulino Matip of the South Sudan Independence Movement—who led a militia fighting against Peter Gadet’s Sudan People’s Liberation Army alongside the government—to gain approval for flying helicopters in Block 5A, Schneiter offers a contrasting account.

“It happened by chance. When I arrived in Khartoum and checked into the hotel, I spotted Matip in the lobby,” explains Schneiter. He doesn’t recall whether their approval to fly came with conditions about avoiding “the southern area” of the restricted zone. “I do not remember requesting any permits from him,” insists Schneiter.

The prosecutors kept attempting to connect Schneiter with the operations by pointing out that during the attack on the rig in Thar Yath where security guards lost their lives in May 1999, records show he was the individual whom the personnel contacted. However, Schneiter states he doesn’t recall this happening. He justifies himself by saying his name appeared on a “general emergency contact list.”

Following five days of interrogation, the prosecution addressed a gathering involving delegates from Sudan and the firm in October 2000. It is alleged that this encounter marked Schneiter’s initial involvement in criminal activity. The meeting records included visuals depicting “major events” impacting the corporation. During his presentation, prosecutor Henrik Attorps displayed data indicating that evidence of these occurrences was discovered when authorities searched the accused’s residence in Switzerland.

Schneiter stated that he did not see the list documenting numerous events, yet remembered that rebel chief Gadet was launching attacks and the military was responding defensively. The firm had ceased all activities and was only monitoring developments at the time. Nevertheless, the prosecutor contended that the existence of this list indicated Schneiter’s awareness of various clashes and combat situations.

“As far as I understood back then, it was primarily about tribal disputes, and Gadet was causing more problems. However, I didn’t have any means of influencing the situation,” Schneiter replied.

“- Further west, it indicates that significant troops are deployed to address the threat posed by Gadet and to guarantee the safety of Block 5A. Was this rationale—that military assets were assigned for your protection—something you were made aware of at that point?” the prosecutor went on.

Schneiter responded that security was not within his purview and that he believed the army supplied a “neutral guard force.”

But upon hearing about this neutral guard force, how does it correlate with the presence of 1,600 soldiers positioned within the block and substantial forces located farther west?

– While I was out in the field, I witnessed firsthand that there was a neutral security detail consisting of amiable guards. Therefore, this document should be considered as an estimate rather than a factual statement,” Schneiter responded.

At the beginning of the trial, the prosecutor introduced a depiction of a crimson staircase. Each step represented an act and thus a greater degree of involvement, aiming to demonstrate how different actions—or “complicit acts”—collectively facilitated the offenses carried out in Block 5A throughout what was referred to as the crime period. Schneiter’s defense contested the prosecution’s approach, arguing that Schneiter allegedly urged for military responses by providing information to the Sudanese regarding scheduled operations.

Following Schneiter’s questioning, the court plans to hear approximately 50 witnesses for the remainder of 2025 and continuing through 2026. Due to the extended duration of the examinations involving the two accused individuals beyond what was initially anticipated, the projected conclusion date for this prolonged legal proceeding in Sweden has been rescheduled to May 2026.
