On Friday, the Bureau of Internal Revenue (BIR) urged taxpayers to settle their dues when submitting their 2024 Income Tax Returns (ITR) by the deadline of April 15, 2025, to evade any fines.
In an official announcement, BIR Commissioner Romeo Lumagui Jr. urged taxpayers to submit their yearly Income Tax Returns through electronic means via the agency’s digital platforms—the Electronic BIR Forms (eBIRForms) or the Electronic Filing and Payment System (eFPS).
Lumagui stated that those who do not have internet access can utilize the eLounge facilities at the Revenue District Offices (RDOs). There, they will receive assistance with electronically filing their 2024 annual ITR.
The BIR National Office plans to set up an e-filing hub or Tax Assistance Center at the BIR National Training Center (NTC) Auditorium to serve all taxpayers.
It will be available from March 24 to April 15, 2025—skipping Sundays and holidays—from 8 AM to 5 PM.
The Bureau of Internal Revenue (BIR) is dedicated to simplifying the process of tax submission and payments by guaranteeing that both our online filing center and the digital lounges at Regional District Offices (RDOs) are accessible to support taxpayers throughout each stage. We strongly advise submitting your yearly Individual Tax Return (ITR) promptly along with the complete Income Tax owed on the same date via the BIR’s digital tools and multiple payment options such as Authorized Agent Banks, Revenue Collection Officers (RCOs), and several electronic systems including MAYA, GCash, MYEG, among others. This will ensure a seamless and stress-free procedure,” stated Lumagui.
To assist the Bureau of Internal Revenue (BIR) during the tax-filing period, designated agent banks will be available on two Saturdays next month—specifically April 5 and April 12, 2025. Additionally, bank operating hours will be extended until 5 p.m. from April 1 through April 15, 2025, for accepting tax payments.
“Our objective is to simplify tax compliance and eliminate hassles for our taxpayers. We will keep improving our services and put in additional effort to reach this aim,” Lumagui stated.

The arrest of a Filipino individual who has resided in the U.S. for five decades highlights the significant change in immigration enforcement policies during the Trump administration, according to analysts.
The arrest of a 64-year-old
Philippine
A long-time green card holder who has resided in the U.S. for 50 years has sparked concern within Filipino and Asian-American groups regarding the stability of their immigration standing.
Onlookers indicate that this case underscores the significant change in U.S. immigration enforcement policies during President Trump’s administration.
Donald Trump
, where even legally registered immigrants are now vulnerable to being ensnared in politically driven enforcement measures. Scholars specializing in law have cautioned that the swift progression and extensive reach of these initiatives—frequently justified under ambiguous legal premises—are undermining longstanding safeguards for fair treatment under the law.
Officials of the US
Immigrations
On February 28, U.S. Immigration and Customs Enforcement (ICE) apprehended Lewelyn Dixon, aged 64, when she was arriving at her residence in Seattle, Washington, following a visit to the Philippines.

Her niece, Emily Cristobal, informed local media that she was in the Philippines for several weeks prior to being detained, and her family only learned of the situation involving her on March 2nd.
Officials did not disclose to Dixon’s family the reason for her detention; however, her attorney, Benjamin Osorio, suggested it might be linked to an earlier embezzlement conviction from 2001. For this offense, she received a sentence of serving 30 days in a halfway house and was also ordered to pay a fine of $6,400.
Osorio mentioned that Dixon had traveled internationally before without any problems.
James Zarsadiaz, who leads the Yuchengco Philippine Studies Program at the University of San Francisco, informed This Week in Asia that Dixon’s case has sparked worries among Filipinos and other lawfully residing Asian immigrants in the U.S., questioning if their proper adherence to the immigration procedures provides them with adequate safeguards.
Overall, when looking beyond racial boundaries, people express some worry regarding the magnitude and pace of these Immigration and Customs Enforcement operations. However, it remains uncertain how laws and procedures will play out since the judicial system presents an obstacle to what the Trump administration aims to achieve, as stated by Zarsadiaz.
“There is significant fear among the Filipino community due to the swift and substantial implementation of Trump’s mass deportation initiative,” stated the chairperson of Filipino progressive alliance Bayan USA, who requested anonymity under the pseudonym Andan Bagoyo.
Bagoyo informed This Week in Asia that his organization had been gearing up their campaign network to protect migrant workers in key US cities well before Trump secured the election victory.
He mentioned that his organization thought Dixon had been detained because her case was seen as an easy target to fulfill detention quotas.
No matter their standing, the Trump administration is portraying migrants who strive to support their families as criminals and villains.
Andan Bagoyo, who serves as the chairperson of Bayan USA
“No matter their status, the Trump administration is portraying migrants as criminals and villains merely because they are attempting to support their loved ones,” he stated.
The Dean of the College of Arts and Sciences and a political science professor at Adelphi University, Vincent Wei-cheng Wang, described Dixon’s situation as “especially troubling,” since her detention in February violated two significant unwritten rules.
“Initially, green card holders, despite lacking the full legal rights of U.S. citizens, were granted greater flexibility compared to non-citizens. She acquired her permanent residency through lawful methods — following the process outlined by the Trump administration,” he explained.
Wang further stated that Dixon’s embezzlement from many years back, for which she had made amends through repayment and completed her sentence, was insignificant compared to the image Trump often portrays of Venezuelan criminals.
Earlier this month, Trump commanded the deportation of numerous Venezuelans due to supposed connections with gangs, referencing the 1798 Alien Enemies Act.
Wang cautioned that the haphazard approach of Trump’s enforcement could lead many legal immigrants in the U.S. to feel insecure and might prompt some to pursue citizenship.
Grey area
Nevertheless, the typical immigrant had little to be concerned about, according to Filipino-American immigration lawyer Jath Shao.
Shao described Dixon’s situation as “a grey area” since she had already atoned for her wrongdoing.
He stated that even though arrests have increased because of ICE quotas established by the White House, the Trump administration did not actually deport more individuals compared to Joe Biden’s administration.
“However, the deportation process will require several years of legal proceedings,” he noted.
Shao mentioned that over 1,100 Filipinos are at risk of deportation — a figure that remains relatively minor when contrasted with the approximately 4 million Filipino-Americans residing in the United States.
As of 2022, approximately 1.7 million Asian individuals reside in the United States without documentation. According to Pew’s estimations for that same year, there were around 725,000 undocumented immigrants from India, 375,000 from China, 110,000 from South Korea, and 130,000 from the Philippines.
Dixon’s case is not isolated. There has been an uptick in incidents where Asian immigrants have reportedly become targets for ICE agents, including a 21-year-old student at Columbia University.
Yunseo Chung
And activist Mahmoud Khalil — who were detained following their participation in pro-Palestinian demonstrations.
Attorneys representing Chung submitted a legal complaint on Monday aiming to prevent deportations and halt what they described as “a systemic approach of focusing on individuals linked to demonstrations supporting Palestinian rights” for immigration enforcement actions.
A federal judge decided in
favour
Regarding Chung, who relocated to the United States from South Korea when he was seven years old, and obtained a temporary restraining order preventing the government from holding him back.
Trump “is trying to sidestep immigration law in the cases of
Mahmoud Khalil
Yunseo Chung, and others,” Shao stated, noting that the present government was trying to rationalize these deportations by resurrecting an outdated law that had previously been employed to detain Japanese-Americans during World War II.
Bagoyo highlighted the necessity of addressing the “good immigrant versus bad immigrant” rhetoric promoted not only by US authorities but also by Filipino officials like Ambassador to the US Jose Romualdez and Undersecretary for Foreign Affairs Eduardo de Vega.
Romualdez stated on Tuesday that “a significant amount” of undocumented Filipinos have been held and are being prepared for deportation, though he chose not to provide exact numbers.
At the same time, De Vega minimized the significance of the deportation of 24 Filipinos from the U.S. during Trump’s tenure, stating that this group was a small fraction compared to those Filipinos who resided there lawfully. She also noted that these deportations occurred under the Biden administration’s watch.
Trump and immigration
Even though Trump prioritized immigration as a key campaign topic during last year’s presidential election, Wang noted that “not many predicted the extent and intensity of the enforcement measures.”
He noted that Trump played a role in fostering an overall anti-immigrant sentiment by bypassing proper legal procedures in deportation proceedings.
He noted that his portrayal of undocumented immigrants who have committed crimes, particularly when compared with the lenient approach during the previous Biden administration, clearly struck a chord with a significant segment of American voters.
Nevertheless, despite “increased worry among Filipinos regarding immigration,” those who cast their votes for Trump in November were not expected to withdraw their backing of him, according to Zarsadiaz.
“If you were Filipino and supported Trump, then in their view—regardless of your ethnicity—they approve of detaining those who are undocumented or have a ‘shady’ history. This aligns with why they voted for him,” he stated.
Wang cautioned that although Dixon’s case “could have a intimidating impact on the Asian-American community: No one feels secure, and an error made years ago might return to cause trouble.”

As part of the five-day Marketing Enhancement Program (MEP) arranged by the Tourism Promotions Board Philippines (TPB)—an organization under the Department of Tourism responsible for marketing and establishing the Philippines as a premier global travel spot—this trip is taking place.
Beginning March 12, 2025, the MEP intends to highlight the nation’s prime locations. Beyond merely advertising these sites, this initiative honors cultural and historical aspects of the area, fostering growth for neighborhoods, business owners, craftsmen, and tradition keepers via promotional support, media production, and eco-friendly travel methods.

Following a satisfying spread from the breakfast buffet at Dusit Thani Residence Davao and after finalizing an early departure, we all headed over to the Department of Tourism Region XI Office located centrally within the city.
Regional Director Tanya Tan and her team extended a friendly reception to us.
“Welcome to Region XI! Mabuhay ug madayaw! That means, ‘Welcome, beautiful people from… wherever you all came from,’”
She mentioned this in front of everybody within the conference room.
She then added,

We also had to go around introducing ourselves—one by one because, honestly, many of us didn’t have a clue who anyone else was! It felt like a playful way to break the ice. Hahaha!
Tan proceeded to focus on the core topic by sharing the most recent developments concerning Davao Tourism. This included detailing current projects and efforts designed to enhance the area’s tourism sector.
She also told the tour operators based in Manila that the Davao area has all the necessary facilities and is entirely prepared to handle various tour packages, including famous spots as well as community-led eco-tourism locations.
We’re strongly advocating for this initiative, so we set up a circuit. Additionally, we held workshops specifically for Davao-based tour operators as part of our efforts to enhance this travel route,
Tan explained.
She emphasized that the upcoming opening of the Mati Airport in Davao Oriental will be crucial for handling the increasing influx of tourists.
If Mati Airport starts offering commercial flights next year, this could present a significant opportunity. We’ve held several workshops with travel agencies who have since presented their plans and schedules. We can link these up with you allowing us all to join forces and make arrangements together—naturally including our team.
she added.
Before departing from the office, they gave us a boxed meal containing spaghetti and bread.

The Malagos Garden Resort along with the Malagos Chocolate Museum
Following our polite visit to the Department of Tourism Region XI office, we headed directly to the extensive and renowned Malagos Garden Resort in Mindanao. This place is famous for its very own cacao plantation as well as its chocolate manufacturing facility.
We’ve highlighted Malagos on Good News Pilipinas multiple times due to its many international awards before the pandemic began. It never crossed my mind that someday I would step inside and wander around its well-manicured premises. During our visit, I shared with our guide how touring this resort felt like coming full circle for me.

Following our meal at the Viewdeck Café, we strolled over to the Chocolate Museum—a first-of-its-kind establishment in this nation. Inside, we received an intensive lesson on chocolate’s past, discovered how chocolates are made, and most delightfully sampled three types of their dark chocolate—ranging from 65% to 85% cocoa!
Mapait, s’yempre!
Yet, as our museum guide mentioned:

Regional Hub for Coffee Innovations and Museum
Following our afternoon feast and delightful exploration at the Chocolate Museum, we bade farewell to Davao City and journeyed deeper into southern Davao del Sur.
Did you know? Even though Davao City falls under the geographical boundaries of Davao del Sur, it functions autonomously as a highly urbanized city with distinct governance structures that set it apart from the province.
MEET Benzone Kennedy Franes Sepe, an Agricultural Technology alumnus from Davao del Sur State College, who managed to cultivate an apple tree in Digos City and reap multiple fruits from it.
The following place we planned to visit was the Coffee Museum. It hadn’t been part of our initial plan, however, upon receiving high recommendations during our courtesy call at the Department of Tourism Region XI Office, we decided we couldn’t miss it.
When our team initially reached the recently built structure behind the Davao del Sur Coliseum, what was meant to be our next move transformed into an unforeseen journey. It didn’t take long before we discovered with surprise that this place wasn’t the Coffee Museum but somewhere entirely different where we seemed to have lost our bearings.
Ah, talaga? We’re still out having fun. Hehe!
Following our reunion with the other teams, we eventually reached the Regional Coffee Innovation Center and Museum—an oasis for coffee enthusiasts. This place can be found within the premises of Davao del Sur State College.

Over there, we encountered the college president, Dr. Augie Fuentes, who, during her welcoming speech, highlighted that coffee education has been incorporated into the syllabus for every program they provide.
Apparently, we aimed to provide it as an optional course, but we chose to allow our students to sign up for the subject instead. As a result, every academic program incorporates coffee education.
she shared.
In addition to functioning as a mere museum, Fuentes emphasized that this place also acts as a promotional platform for local coffee growers and manufacturers in the region.

Bagobo-Tagabawa Cultural Village
By the time we arrived, darkness had fallen upon the Bagobo-Tagabawa Cultural Village, which sits nestled at the base of Mount Apo in Tibolo, Sta. Cruz, Davao del Sur.
As we made our way uphill towards the hall perched on the slope, we were welcomed by the resonant tones of local gong instruments. Once we arrived at the hall, I had the privilege of watching young Bagobo-Tagabawa performers executing their customary dances.
As someone who used to be a Filipino folk dancer, this scene felt like coming full circle—there was a time when I danced these very steps, and now I was watching them being performed authentically. Observing how they executed every move with strength and accuracy added profound depth to my experience.

Big 8 Corporate Hotel
On day two, we concluded our trip at the Big 8 Corporate Hotel, where we enjoyed a pleasant stay right in the center of Davao del Sur’s main city. Our tour guides and organizers made sure that checking in went smoothly.
I swiftly grabbed my keycard and made my way up to the tenth-floor room. Inside, I mused, “Yet another day at a different hotel; tomorrow we’ll be checking out for our next location.” Yet, what really stood out was the magnificent chandelier adorning the lobby—a stunning view indeed!
And it wasn’t only my vision that got a delightful experience; dinner was equally impressive. We savored beloved Filipino dishes like

MANILA, Philippines – The Securities and Exchange Commission (SEC) remains steadfast in enforcing the 20 percent minimum public float rule for firms aiming to list on the domestic stock exchange, though some exceptions can be made.
On Thursday, the regulatory body issued a statement asserting that the current rule “significantly enhances price determination and minimizes chances for price manipulation.”
“The SEC continues to uphold the 20 percent minimum public float requirement for firms seeking an initial public offering (IPO). This stance is particularly strong considering the benefits of increased public ownership towards enhancing market depth and efficiency,” stated the SEC.

PSE approves 15% share float for companies making their debut
“The float requirement aims to decrease ownership concentration and promote sound corporate governance, thereby bolstering the Filipino capital market,” it further stated.
Following confirmation from Philippine Stock Exchange (PSE) President and CEO Ramon Monzon to reporters, it was revealed that the Securities and Exchange Commission (SEC) has endorsed their plan to lower the required minimum public ownership threshold to 15 percent for firms aiming to secure at least PHP 5 billion through an initial public offering (IPO).
When relaxing the regulations, Monzon stated that businesses should be encouraged to go public, particularly considering the present unstable market circumstances.
Although the CEO stated that the SEC provided general authorization, the commission later specified that this was permissible only when firms requested exemptive relief.
Up until now, the SEC hasn’t received any such applications from companies planning to go public, like the well-known digital wallet service GCash.
According to the SEC regulations, businesses availing of the reduced public float requirement must achieve at least a 20% threshold within two years after listing on the stock exchange. This target can be reached through additional share offerings.
The SEC is dedicated to sustaining an open, fair, and effective capital market,” stated the SEC. “Although the commission encourages new listings, it maintains strict regulatory criteria designed to protect the integrity and long-term stability of both the Philippine capital market and the overall economy.
Previously, analysts cautioned that decreasing the minimum threshold for public shareholding might deter individuals from investing in the Philippine stock market.
