The East Coast Railway has noted that the estimates for coaches requiring POH (periodical overhaul) have been unrealistic, with annual revisions consistently being reduced.

Audit Report No. 2 of 2025 titled ‘Compliance Audit Report: Union Government ( Railways)’ has been presented to both chambers of the legislature.

In the Eastern Coastal Railway project and the development of the fifth and sixth lines from Chhatrapati Shivaji Maharaj Terminus (CSMT) to Kurla Station under the jurisdiction of the Ministry of Railways, extending through until the fiscal year 2022-23.

Based on audit findings, the Carriage Repair Workshop located in Mancheswar (CRW/MCS), under the Eastern Coast Railway (ECoR), came into existence in November 1981 with the aim of conducting maintenance repairs on railway carriages. Initially, this workshop could handle up to 45 monthly periodical overhauls; however, this capability expanded to accommodate 100 coach overhauls each month starting from fiscal year 2003-04.

Between 2008 and 2016, the workshop underwent upgrades aimed at increasing its monthly output capacity to handle up to 150 coaches. However, despite this enhanced capability, the actual production levels for the years spanning 2016-17 through 2022-23 fluctuated between 86 and 113 coaches each month.

An audit was carried out to evaluate if the objectives for the workshop were established according to the real POH generated by the facility and met within the designated timeframe. The review also examined challenges concerning increasing the workshop’s operational capacity as well as overseeing equipment and inventory management.

The audit noted that the forecasts for coaches scheduled for Periodical Overhaul (POH) were unrealistic and consistently revised downwards each year. Additionally, there were delays in submitting coaches for POH from the depots, and once sent, the workshops required up to three years to complete these overhauls instead of adhering to the stipulated period of 15-20 days, according to a statement released by the Office of Comptroller and Auditor General of India.

The review further noted that the highest number of delays occurred in the Coach Body Repair Shop.

According to the statement, 191 coaches remained unused for durations between 10 days and 171 days, totaling 6,558 idle coach-days. Additionally, there were 43 cases where the idling period exceeded 50 days.

In August 2012, the Railway Board instructed all Zonal Railways to track coach failures occurring within 100 days after POH and implement corrective measures accordingly.

During the February 2020 meeting of Chief Works Engineers, PCMEs from zonal railways were instructed to guarantee that the standard of work completion remains exceptionally high. Quality metrics such as maintenance checks for POH coaches must be overseen by CWE/CWM personnel. Additionally, an investigation into the underlying causes of all reported issues should be conducted, followed by appropriate corrective actions.

The audit noted that the number of coaches failing within 100 days post-overhaul were 103 in 2018-19 and 139 in 2019-20.

According to the statement, out of 3402 coaches refurbished between 2020 and 2023, 131 coaches malfunctioned within 100 days of undergoingPOH.

The actual POH capacity of the workshop was not accurately reported when communicating with the Railway Board. Even though the POH capability increased to handle 150 coaches monthly starting in 2016, additional expansion projects valued at Rs 181.78 crore were initiated between 2018-19 and 2022-23. This occurred without evaluating whether the current facilities could support these upgrades or predicting future needs effectively.

The audit found that the workshop’s budget was not aligned with the unit costs specified in the code guidelines. Additionally, it did not match the projected requirements for coach overhauls, resulting in an inflated budget.

As per the release, the ownership of coaches at ECoR exhibits significant discrepancies within depot records, zonal headquarters, and the Integrated Coach Management System (ICMS), primarily because live data isn’t being entered.

“The four high-value machines, valued at Rs 4.15 crore, have remained unused for several years because of intrinsic flaws in the machinery. Insufficient acquisition of resources led to stock shortages, causing repeated complaints from departments unable to obtain necessary supplies,” it further stated.

The tracking of POH activities via the Workshop Information System (WISE) app proved ineffective. The statement noted multiple discrepancies between the data recorded in WISE and the manual entries.

Regarding the development of the 5th and 6th lines from Chhatrapati Shivaji Maharaj Terminus (CSMT) to Kurla Station, the audit report indicated that the guidelines set forth by the Railway Board (RB) in June 2008—requiring minimal accommodation provisions solely to fulfill operational needs along with comprehensive estimates accompanied by detailed explanations—were disregarded during the preparation of the Detailed Estimate.

This resulted in an inaccurate Detailed Estimate prepared by Rail India Technical and Economic Service (RITES), causing delays in its approval by the Railway Board (RB).

The Baseline Socio-Economic (BSE) survey for Phase I work had still not been finalized as of September 2023, over 11 years past the initial target date.

Moreover, the Project Affected Persons (PAPs) did not receive rehabilitation in January 2024 because the Mumbai Metropolitan Region Development Authority (MMRDA) was unable to finish the building projects in Kilburn and Nahur.

This caused delays in obtaining the land. The failure to follow legal requirements and RBI’s guidelines regarding minimal land requisition led to an overestimation during the detailed cost estimation phase. Additionally, issues with coordination between RITES and state government entities were observed. Such problems exacerbated delays in both the BSE survey and land procurement processes. As of the report date, the land acquisition procedure for Phase II projects extending from Parel to CSMT remained in its early stages.

“The construction contracts were issued without having approved designs and drawings, cleared sites, among others, resulting in delays in completing the work. The audit also noted cases where electrical and S&T materials remained idle because contracts were awarded before confirming that the sites were properly prepared,” the report stated.

The statement indicated inadequate coordination among Zonal Railways, noting that the suggestion to transfer land from Western Railway (WR) to Central Railway (CR) had been sent by CR to WR back in December 2015; however, up until January 2024, WR still hadn’t completed this land transfer. (ANI)

Amotekun Cracks Down on Visa Fraud and Kidnapping Ring in Ondo

On Thursday, the Ondo State Security Network Agency, commonly referred to as Amotekun, announced that approximately 61 alleged criminals were apprehended by the Ondo State joint security team. This group includes 28 suspects believed to be part of a kidnapping ring along with another 33 individuals involved in different unlawful acts within the region.

Chief Adetunji Adeleye, the State Commander of Amotekun, revealed this information at a parade for the criminals held in Akure, which serves as the state’s capital. According to him, these individuals were arrested within the past fortnight due to their involvement in suspected acts such as kidnap, attempted homicide, armed burglary, and fraud related to visas.

Adeleye disclosed that 28 of the suspects were part of a gang detained for allegedly abducting and swindling 72 Ghanaians and Nigericans who were trying to migrate overseas for improved prospects.

As he stated, the syndicate, headed by someone from Ghana, enticed many of its targets within Ghana with promises of obtaining safe visas to go to the United States of America (USA), the United Kingdom (UK), Canada, and Australia.

The head of Amotekun stated: “As you know, the government of Ondo State, led competently by Dr. Seun Akeredolu, established a committee along with a task force to address the increasing security concerns in Ondo State over the past few days.”

Hajj 2025: Sanwo-Olu Urges the Ill to Stay Home

Governor Babajide Sanwo-Olu of Lagos State advised residents planning to go on the 2025 Hajj to make sure they are in good health prior to undertaking their journey.

The governor additionally encouraged the inhabitants to keep thanking God for their renewal, progress, and shared advancement as a result of the recently completed Ramadan fasting period.

He addressed the First Family of Lagos State and officials from the Ministry of Home Affairs during their Eid-el-Fitr celebration.

The event titled “Indeed My Lord, I Am Ready for Whatever Good You Wish to Bestow Upon Me” took place at the Lagos House in Marina.

At the event, the governor offered his congratulations to Muslims for completing their month-long fasting during Ramadan.

He stated: “Starting from May, individuals going to Mecca will commence their journeys. Make sure you maintain good health.”

Should you fall sick, avoid going on the 2025 Hajj pilgrimage; remain in Nigeria and offer your prayers instead. May Allah continue to protect our peace and harmony. We shall persist in celebrating Eid-el-Fitr.

“I thank all our religious leaders for teaching us more about the holy book. I wish us more celebrations in good health.”

Dr. Ibijoke Sanwo-Olu also spoke, encouraging community members to be compassionate towards those less fortunate among them.

She stated, “While we join in the festivities, let us not forget those who are less fortunate and offer assistance to them.”

Genuine devotion extends past ceremonies; it involves reflecting on how we interact with each other and how we aid in improving our country and society.

I urge us to strengthen our belief in Nigeria and continue to pray with determination.

Dr. Munirudeen Ar-Riyardy from Lagos State University of Education, who was invited as the guest speaker, encouraged Nigerians during his address to shun sinful acts in order to receive divine favor from God.

Ar-Riyardy stated: “The lecture focuses on the trials of life and maintaining our faith in God despite the difficulties. It emphasizes not cursing our leaders and staying away from sin.”

Deputy Governor Dr. Obafemi Hamzat urged Lagos residents to treat each other kindly.

Hamzat stated: “Exhibit understanding, demonstrate kindness, treat your neighbors well, and keep faith in the divine benevolence.”

Some of the new information is eye-opening, particularly when it comes to what aides knew about the president’s health and the actions they took to conceal Biden’s condition to the public.

Ron Klain, who was Biden’s chief of staff for two years and also supported him throughout the 2024 campaign, told author Chris Whipple about the six-day period they spent at Camp David. The aim was to prepare Biden for his sole debate against Trump.

This debate was expected to be the end of Biden’s political journey.

Klain recounted to Whipple for his upcoming book, “We were seated at the table. Biden had responses written on index cards, and he seemed incredibly fatigued. It struck me how disconnected he appeared from U.S. politics. His main focus was clearly on his exchanges with NATO officials.”

‘He simply got deeply engrossed in his role as the leader of NATO,’ Klain stated.

Whipple suggests that Klain ‘entertained the notion, somewhat jokingly, that Biden might have believed he was the leader of NATO rather than the United States.’

At that fundraising event, Biden had to rely on a teleprompter to address a small gathering of people outside on the patio. Even with the aid of the teleprompter, he still drifted off-topic and meandered in his speech.

In the midst of the 2024 election campaign, Biden faced scrutiny regarding both his physical and mental well-being. Trump consistently referred to him as ‘Sleepy Joe’ and raised doubts about Biden’s mental acuity.

The White House repeatedly countered these claims, asserting that the president remained in excellent health.

But the June 27th debate in Atlanta rapidly changed public perception of Biden. During the showdown, Biden often stared blankly into space, struggled for answers, and appeared shaky.

Following the event, members of Biden’s team mentioned that he was dealing with a common cold, leading to a difficult night for him. Critics argued that rather than allowing him time to recuperate, they felt he received excessive coaching and practice sessions.

Klain was among the trio of assistants who dedicated the most hours to preparing Biden for the debate. Having known Biden for many years, he previously served as his chief of staff during Biden’s tenure as vice president. The other two key figures were longtime associates Mike Donilon and Bruce Reed.

The group, including the president, reached Camp David on the Saturday before the debate to undergo a five-day preparatory lock-in period.



Biden had recently completed an extensive tour: he visited France for both a state visit and the D-Day anniversary celebrations in Normandy. After returning to the United States, he soon traveled to Italy a few days later for a G7 conference. He concluded his journey with stops along the West Coast to attend fundraising events for his political campaigns.

He felt drained and hardly got any downtime.

At the secluded Camp David, a mountainous presidential getaway in Maryland, he underwent policy briefings and simulated debate practices to prepare himself.

However, Biden, who was dealing with a cold, abandoned his debate preparation and dozed off beside the swimming pool, as Klain informed Whipple.

He also appeared flustered and confused.

The former president stated that he ‘was unaware of what Trump had been discussing and could not comprehend the exchange,’ ‘found it difficult to follow his reasoning regarding inflation,’ and when asked about a potential second term, simply responded with ‘focus on completing the current term,’ as noted by Whipple.

Biden was similarly preoccupied with foreign leaders, stating, “These folks insist I’m performing admirably as president, so I must be an excellent one.”

The initial mock debate was planned to run for 90 minutes; however, it concluded early at the 45-minute mark because “the President’s vocal cords were exhausted, along with his understanding of the topic,” according to Whipple’s account.

Twenty-five minutes into the second simulated debate, Biden called it quits.

According to the book, he stated, “I’m simply exhausted and I fear straining my voice further. I feel awful.” He added, “All I need is some rest; things will improve by tomorrow.”

He retired for the night.

Indeed it was.

Following this, it triggered a cascade of inquiries into the feasibility of Biden’s run for presidency and his competency to handle the role.

Openly, Biden’s family, friends, and aides came to his defense.

Privately they had concerns.

In their book, Parnes and Allen state, “While publicly dismissing Republicans’ assertions that Biden lacked the necessary capabilities, Democrats secretly harbored concerns about overestimating an elderly candidate who might have already squandered his prime.”

A friend of both Biden and Obama stated to the authors that Biden’s decision to run for another term was considered the “original sin” of the 2024 election. This individual held Biden’s family and trusted advisors responsible for failing to counsel against his reelection campaign.

Whipple said to Politico that he believed Biden’s assistants perceived what they wished to see.

“I personally feel that describing it as a ‘cover-up’ is overly simple. It was far more complex and deeply concerning. Biden’s close advisors, members of his inner circle, were largely enveloped in a haze of self-deception and denial. They chose to believe whatever suited their narrative,” the author stated.

Meanwhile, Democratic leaders were concerned that Biden might lose the presidential election, potentially dragging down congressional candidates as well.

Some went public, questioning Biden’s ability to remain the nominee. After growing calls for his departure, including behind-the-scenes work by Barack Obama and Nancy Pelosi, Biden exited the race on July 21.

However, Klain, even though he had reservations about Biden, believed he ought to have remained in the competition.

He received a call from Jeff Zients, who took over as chief of staff after him, informing him about Biden’s choice to resign.

He informed Whipple that it felt like a ‘punch in the gut.’

He stated to Zients, “I believe that’s a misstep. In my view, this tragedy could have been prevented.”

Kamala Harris was chosen as the party’s candidate but eventually lost to Trump.

The Nigeria Civil Aviation Authority (NCAA) has voiced concerns about numerous grievances related to airlines that issue tickets but only fly passengers halfway to their intended destination before returning them to Nigeria.

As stated by Michael Achimugu, the Director of Consumer Protection and Public Affairs, “These measures, including denying entry or boarding for certain Nigerian citizens at transit stops because of visa limitations or travel bans, are leading to considerable discomfort among travelers and damaging the image of Nigeria’s aviation sector.”

The NCAA views these practices as entirely unacceptable. Airlines have the duty to notify travelers about any possible obstacles to their admission at their final destination prior to their journey commencement. Travelers ought not to find themselves in a situation where they face denial of entry or are sent back to Nigeria upon reaching intermediate or transit points.

In accordance with Section 19.21.1.1 of the Nigerian Civil Aviation Regulations from 2023, every airline along with its representatives must make sure that travelers are notified about any possible entry concerns or travel limitations before they leave.

The statement indicated that the airlines are required to implement suitable procedures for screening and should furnish travelers with precise, current details about their travel documentation and visa prerequisites prior to selling tickets and allowing them to board.

The NCAA stated that they expect all airlines to cooperate in upholding the standards and professionalism within the aviation sector, along with safeguarding the welfare of Nigerian travelers.
